Arms Length Management Organisations
Council housing in Leeds is managed locally by three arm's length management organisations
East North East Homes Leeds
Aire Valley Homes Leeds
West North West Homes Leeds
An Arms Length Management Organisation (ALMO) is a not-for-profit company set up by the council to manage and improve our housing stock. Although an ALMO is a company wholly owned by the council, it is separate from us. Each ALMO has a board of directors, which includes tenants, local authority nominees and independent members. The organisation operates under the terms of a management agreement between the council and the ALMO.
Each ALMO has its own Management Board. Tenants have a greater say through representation on the Board, comprising one third of the membership, the remainder being Local Councillors and ‘Independent Members’, who have specific areas of expertise.
The ALMOs in Leeds are responsible for
local housing office
collecting rent
managing our council estates
inspecting and arranging day-to-day repairs to tenants’ homes
dealing with breaches of tenancy
consulting council tenants and making sure that they have a say in the future of their area
letting council homes
managing and arranging the modernisation and improvement of council homes
employing staff
Leeds City Council is responsible for:
owning homes;
setting rents;
Housing Benefits;
dealing with ‘Right to Buy’;
monitoring how well each ALMO performs;
setting future housing policies; and
setting future lettings policies;
The ALMOs are also responsible for bringing properties up to the government's Decent Homes standards, which includes such things as central heating for all tenants. This means they will also be consulting tenants on their priorities for investment in the area.
